Judge Kent R. Holmberg

Judge Robert HolmbergJudge Kent Robert Holmberg was appointed to the Third District Court by Governor Gary R. Herbert in December 2016. During his active status, he served Salt Lake, Summit, and Tooele counties. Judge Holmberg earned a bachelor’s degree from the University of Tennessee, Knoxville and a law degree from William Mitchell College of Law in St. Paul, Minnesota.

Judge Holmberg has spent his legal career as a civil law practitioner and as a civil District Court Judge.

As a practitioner, most of his experience was in tort and insurance law – which is where he is most uniquely qualified as a mediator and arbitrator. His experience in this area of the law includes: personal and commercial liability (auto, premises, general liability and specialty lines of insurance), governmental liability, products liability, professional liability, construction (both tort and contract claims) and bad-faith litigation. Immediately prior to his appointment, Judge Holmberg served as an Assistant Attorney General for the State of Utah in the Litigation Division, where he was the Torts Section Director.  In addition to his law practice, Judge Holmberg has taught law at the university level and was a CPA.

As a District Court Judge, Holmberg has presided over a wide spectrum of civil cases including cases involving torts, contracts, business disputes, probate, family law, water law and tax matters. Judge Holmberg has extensive experience in mediating to resolution cases through the Judicial Settlement Conference process. He has also served on the Utah Board of District Court Judges, as a Tax Court Judge (state-wide) and as a Water Law Judge (state-wide).

Judge Holmberg transitioned to Senior Judge status effective May 1, 2025. He continues to handle District Court cases statewide on a part-time basis and also serves as a mediator and arbitrator in civil matters.
